Monitoring, Evaluation and Learning (MEL) Expert

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role will contribute to strengthening cooperation between Africa and the European Union in the space sector.

Key responsibilities

• Design, implement and refine the programme’s monitoring, evaluation and learning framework.
• Develop indicators, baselines, data‑collection protocols and evidence‑consolidation processes.
• Conduct impact assessments and support evidence‑based decision‑making.
• Coordinate MEL activities across multiple partners and donors.
• Provide technical guidance on results‑based management and data analysis.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or programme evaluation.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or multi‑partner programmes.
• Experience with EU‑funded programmes and African contexts is an asset.
• Excellent command of English; working knowledge of French and/or Portuguese is a plus.
