Senior Regional Transport Policy Expert

About the role

NTU International is seeking a Senior Regional Transport Policy Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will focus on developing, harmonising and implementing transport policies and governance frameworks across the ECOWAS region.

Key responsibilities

• Support the development, review and harmonisation of regional transport policies, strategies and regulatory frameworks.
• Provide technical advice on transport integration, corridor governance and multimodal connectivity.
• Coordinate policy actions between ECOWAS institutions, member states, regional organisations and development partners.
• Prepare policy studies, strategic analyses, technical reports and recommendations.
• Assist in implementation, monitoring and reporting of regional transport strategies and standards.
• Advise on sector reforms aligned with ECOWAS Vision 2050, AfCFTA and integration objectives.
• Facilitate stakeholder consultations, policy dialogue and capacity‑building workshops.
• Integrate climate resilience, digitalisation, inclusion and sustainability considerations into policy drafts.

Required profile

• Master’s degree in transport planning, public policy, economics, international development, regional integration or a related field.
• Minimum 10 years of professional experience in transport policy, regional integration or infrastructure governance, preferably in Sub‑Saharan Africa.
• At least 7 years of experience in transport policy development, regional governance or infrastructure strategy.
• Proven experience with donor‑funded programmes and international development cooperation.
