Financial Controller

About the role
The Financial Controller provides strategic leadership and oversight of Parliament’s financial management functions. This role ensures sound financial planning, budgeting, accounting, treasury management, reporting, internal controls, and compliance with public finance legislation and parliamentary policies.
Key responsibilities
- Plan, organize, direct and control all financial operations of Parliament.
- Oversee preparation, implementation and monitoring of annual and medium‑term budgets.
- Monitor budget performance, expenditure against appropriations and advise senior management on fiscal sustainability.
- Prepare monthly, quarterly and annual financial statements and management reports in line with public sector accounting standards.
- Coordinate year‑end reporting, statutory submissions and present analyses to parliamentary committees.
- Manage cash, banking operations, investments and liquidity planning; authorize payments within delegated authority.
- Maintain an effective accounting system, develop internal controls and ensure timely reconciliation of accounts.
- Ensure compliance with finance legislation, procurement laws, taxation requirements and parliamentary policies.
- Liaise with internal and external auditors, coordinate audit responses and implement recommendations.
