Financial Controller

About the role

The National Assembly of Seychelles seeks a highly skilled Financial Controller to provide strategic leadership and oversight of its financial management functions. This senior position ensures sound financial planning, budgeting, accounting, treasury management, reporting, internal controls, and compliance with public finance legislation and parliamentary policies.

Key responsibilities

• Plan, organise, direct and control all financial operations of Parliament.
• Oversee preparation, implementation and monitoring of annual and medium‑term budgets, and advise senior management on fiscal sustainability.
• Prepare monthly, quarterly and annual financial statements and management reports in line with public sector accounting standards.
• Coordinate department budget estimates, monitor execution, and recommend reallocations as needed.
• Manage cash, banking operations, investments and liquidity planning, authorising payments within delegated authority.
• Maintain an effective accounting system, ensure timely reconciliations, and approve journal entries and adjustments.
• Develop, implement and monitor internal financial controls to safeguard parliamentary assets.
• Ensure compliance with public finance legislation, procurement laws, taxation requirements and parliamentary financial policies.
