Head Quantity Surveyor - Cost Planning & Tendering

About the role

This Head Quantity Surveyor position leads project cost planning and pre-contract estimation, working closely with project managers and engineers. It covers budget preparation, cost control, tender evaluation, risk management, contract administration and team leadership.

Key responsibilities

• Develop project cost plans, budgets and feasibility studies, and prepare detailed BOQs and cost breakdowns for tendering
• Analyse design specifications to determine cost implications
• Implement cost control measures, conduct monthly cost variance analysis and monitor cash flow against approved budgets
• Evaluate supplier and contractor bids, set cost benchmarks and work with the Procurement Manager on pricing and contract terms
• Identify financial risks, run value engineering exercises and assess alternative materials and construction techniques
• Ensure contract variations, change orders and claims are documented, analyse claims and advise on settlements
• Supervise quantity surveyors, train them on cost control and contract administration, and report to senior management
• Prepare cost reports in line with Seychelles regulatory requirements

Required profile

• Bachelor's degree in quantity surveying
• At least 5 years of general construction estimating experience, financial experience, construction experience or in a related field

Required skills

• Detailed knowledge of past and current building and construction technology, processes, materials, business and legal matters
• Working knowledge of plans, prints, specifications and schematics associated with the trade
